A lot of hosting sold as cloud hosting is shared hosting with a fancier label. Web design agencies commonly take one dedicated or virtual private server and split its capacity to sell shared hosting to their clients, so the practical result is the same shared server with all its risks. Shared hosting means many sites share one operating system, one IP address and the same pool of memory, processor and storage, with no hard division between them. That is what exposes you: a hack, a spam complaint or a traffic spike on a neighbouring site can hit yours. If you want real separation you need your own VPS or dedicated server with a dedicated IP address, which is the reliable way to control your own attack surface.
